Once upon a time there was a proposed rule (back in late 2011) with comments through January 2012. The rule dealt with adding a proposal adequacy checklist to the never-ending stream of required documents for DOD contract compliance. Many people looked and commented and after over a year of consideration, the rule is becoming final – effective immediately (publication is March 28, 2013).
Basically, the rule will amend the DFARS to add a checklist for contractors to complete in RFPs requiring certified cost or pricing data, if the contracting officer chooses to use the provision. The checklist is straightforward and I created a PDF if anyone wants one. In the end, the list went from originally being 47 items to 36. Congrats to all those who left comments.
